    docs: implementation plan for the SyncRetro lobby enter_sound

    Two tasks against the approved design: the call plus the [lobby] read that feeds it (with the headless harness's console stubs), then the key documented in both consoles' example inis.

    Records why the happy path isn't automated -- driving it through the harness would mean writing a [lobby] key into the live syncretro.ini the harness
    reads, and a test must not edit a sysop's config -- so it's a live check the user runs.
