    Add installable static and shared libraries

    Port 526fbccbdfd8ef55dbd5761516164706970bb1e9 from the standalone xpdev repository. Keep installable targets opt-in for parent builds, use the Synchronet license when embedded, and propagate SDL to installed consumers.
