    Log Message:
    scfg: accept only formats Synchronet can create as Supported Archive Formats

    The Supported Archive Formats list names the types Synchronet creates
    itself with libarchive (QWK/REP packets and temporary download archives),
    and users may pick any of them as their QWK packet type. Only zip, 7z, tgz
    and tbz can actually be created, but SCFG accepted anything, and its help invited adding more types: a sysop who listed "gz" offered users a packet
    type that always failed to build. A bare .gz holds a single file, so it
    can never hold a QWK packet anyway.

    SCFG now removes any type that cannot be created, says which, and marks
    the configuration changed so a stale entry is dropped even when the field
    is left unedited. The creatable set is CREATABLE_ARCHIVE_FORMATS in
    filedat.h, beside create_archive().

    The help text no longer suggests that the list affects which archives can
    be read; the File Options overview said it covered mail attachments and
    the testable/extractable file types, which it does not.
