    ircd: bump the IRCd version to 2.3

    2.2 has covered two behavior fixes since it was set: surviving a stalled callback engine (d411e916a9, mind-4-viewing, 2026-09-20) and the end of
    the 100 ms send-queue retry that closed connections left running forever (#1289). A hub without the latter accumulates load until it can no longer answer PINGs and splits the network, so peers and opers need a version
    string that tells the fixed servers apart in /VERSION and /TRACE.
